MISSION

Our mission is to address some of the basic issues affecting the academic and social development of our nation’s children. OO-USA focuses on literacy and building strong character among elementary-age children, through a school-based program that unites schools, teachers, parents and the community behind the common goal of helping children develop the skills necessary to be successful contributors to society.

BACKGROUND

Concern over the lack of reading proficiency among U.S. elementary school children prompted Malcolm Stamper and Judy Golden to found Operation Outreach-USA. As President and Vice Chairman of the Boeing Corporation, Mr. Stamper saw too many workers who could not perform their jobs because they were unable to read.

In his retirement, Mr. Stamper started a children's book publishing company and partnered with Ms. Golden who was then the Executive Director of the American Humane Education Society, and continues today as OO-USA's President. Together, they established this literacy program that puts books into children's hands and strives to instill compassion for people, animals and the environment.

Mr. Stamper firmly believed, as do Ms. Golden and her Board and staff, that the combination of communication and social skills fostered by this program will last for years beyond the classroom experience, enabling children to mature into the best possible employees and citizens in their adulthood.

Malcolm T. Stamper Legacy Fund

In honor of our founder, Operation Outreach-USA has established the Malcolm T. Stamper Legacy Fund. Mr. Stamper loved children and worked tirelessly to help all children lead happy lives. Giving children the gift of literacy through books that they would own and that taught character and good citizenship was his passion.

Memorial gifts to the Fund will be restricted to providing the OO-USA program to elementary schools with large at-risk populations, starting in Detroit, where Mr. Stamper spent his childhood, and in Seattle, where Mr. Stamper resided with his family.

All contributors will receive annual updates on the use of the fund and the impact that their gifts are having on the lives of young people.
